Former agency leaders, school administrators, and public finance hands. Small by design — so the people you meet are the people who do the work.
Ramsey has managed billions of dollars in local, state, and federal funds, infrastructure program delivery, and communications across four presidential administrations. He combines deep expertise in public and private sector finance and disaster recovery with a methodical, analytical approach to help clients achieve their goals. A key factor in his success is Ramsey's ability to engage diverse stakeholders — from elected officials and business leaders to local neighbors and laborers.
A native of San Diego, Ramsey began his career working for a member of Congress in New York City, teaching high school social studies in rural south Louisiana, and, in the wake of Hurricane Katrina, began focusing on helping communities recover from crises. As the Deputy Superintendent for Operations of the Louisiana Recovery School District, Ramsey negotiated and managed the $2 billion federally funded rebuilding of the post-Katrina New Orleans public school system. He also chaired the tax credit board for New Orleans' schools, which brought more than $100 million in additional funds to the $2 billion rebuilding program through non-traditional financing — state and federal historic tax credits, New Markets Tax Credits, and Opportunity Zone incentives. Later, Ramsey oversaw all infrastructure and resilience for the City of New Orleans, accelerating road, drainage, sewer, and waterline improvements from an annual spending rate of $10M to $600M, largely funded by federal grants.
Ramsey founded Tulipan Solutions in 2012. The firm has since undertaken diverse projects, including advising a utility on renewable energy financing, designing a large school district enrollment process, and assisting clients with building infrastructure using federal funds. Recently, Tulipan began helping clients obtain federal funds after the 2023 Maui wildfires.
Ramsey received a BA in political science, specializing in international relations, from New York University, a master's in public administration focused on public finance from the University of Pennsylvania, and a certificate in state and local government for senior executives from the John F. Kennedy School of Government at Harvard University. Ramsey previously served as an adjunct faculty member in Tulane University's Emergency and Security Studies program. He lives in south Florida with his wife and three children.
Chris has extensive experience in large-scale operations and policy coordination at the local, state, and federal levels. Chris combines a deep background in financial management and data strategy to help clients modernize data systems and secure sustainable funding — bridging the gap between high-level strategic planning and the technical rigor required for federal compliance.
Chris began his career in the U.S. Peace Corps, teaching third grade in a remote island nation in the South Pacific, an experience that solidified his commitment to public service. After serving as a Senior Managing Consultant at the PFM Group, the nation's largest financial advisor to governments, where he supported financings and operational improvements for city and state governments across the country, Chris moved into federal policy. As Special Assistant to the Deputy Secretary at the U.S. Department of Education, he led the development of the agency's 2011–2014 Strategic Plan and development of a data dashboard of national education performance.
From 2013 to 2023, Chris served as the founder and CEO of a network of public charter schools in Washington, D.C., where he managed the long-term growth and operational stability of the organization. He pursued public and private financing to acquire, renovate, and occupy the network's school facilities — tax-exempt bonds, bank loans, and private placements — including new school construction. Today, Chris leverages his experience to help state agencies, airports, and private utilities better manage their finances and data. He is particularly focused on helping clients navigate the lifecycle of federal grants and loans, ensuring they not only obtain necessary funding but maintain the rigorous compliance standards required for long-term success.
Chris holds a master's degree in education leadership from the Broad Center at the Yale University School of Management and a master's in public administration from the University of Pennsylvania. He earned his bachelor's degree from Tulane University. Chris lives in the Washington, D.C. area with his wife and two children.
LaNitrah Hasan is a seasoned expert in public infrastructure, grants management, and disaster recovery with over 15 years of experience navigating complex federal funding landscapes. Known for her ability to resolve challenging coordination and funding issues, she has managed portfolios valued at over $2.6 billion. LaNitrah specializes in streamlining inter-agency operations and ensuring strict compliance with federal procurement requirements (44 CFR/2 CFR), helping public entities maximize grant obligations while maintaining fiscal accountability.
Prior to joining Tulipan Solutions, LaNitrah served as the Chief of Staff for the Infrastructure Group and Director of the Project Delivery Unit for the City of New Orleans. In these roles, she facilitated results-driven solutions for major infrastructure initiatives and managed massive disaster grants with GOHSEP and FEMA. Notably, she led the execution of the Joint Infrastructure Road Recovery (JIRR) program, fostering collaboration between the Department of Public Works (DPW) and the Sewerage & Water Board of New Orleans (SWBNO) to expedite Environmental and Historic Preservation (EHP) approvals — clearing NEPA, Section 106, and floodplain reviews so federally funded projects could break ground.
During the COVID-19 pandemic, LaNitrah pioneered one of the nation's first FEMA-funded mass feeding initiatives. The $30M program delivered nearly 4 million meals to vulnerable residents while supporting 88 local restaurants and re-employing over 500 New Orleanians.
Earlier in her career, LaNitrah spent five years as a disaster recovery consultant with Hagerty Consulting, supporting post-Katrina recovery in Louisiana and Mississippi. She also served as a management consultant and project manager for DeWolff, Boberg, & Associates, overseeing operational improvements across various industries in the United States and Canada.

Wade is a versatile professional with a strong background in logistics, project management, data analysis, business analysis, GIS analysis, and emergency response. His experience supporting high-stakes projects spans multiple industries: defense, disaster response and recovery, software development, construction, film production, and undersea research. Wade has built his career on making order from chaos in challenging and high-stakes environments.
A native of southeastern Louisiana, Wade's career was shaped by Sept. 11th and Hurricane Katrina. September 11th compelled him to join the Army, where he spent eight years as a logistician, operational planner, and paratrooper. Wade's final position with the Army as the Director of Plans, Training, Mobilization, and Security of a NATO base in Belgium was the start of his professional experience in emergency management and disaster response. Wade's first personal experience with disaster response came when Hurricane Katrina destroyed his entire hometown. His family was forced to sue their insurance company for its failure to pay, and the subsequent lawsuit (Kodrin vs. State Farm) established precedent on "slab cases" that continues to benefit thousands along the Gulf Coast to this day.
Wade's experience with emergency management was further honed during his time in Columbia, SC, where he managed FEMA Project Worksheets (PWs) that facilitated more than $100 million in disaster relief funding. Wade's time in tech still tapped into his experience in disasters and emergency response. He developed automated systems to streamline crisis response and advised mobile app defense clients on disaster response and incident management best practices.
Wade has a bachelor's in psychology with a minor in professional leadership development from Louisiana State University and a certificate in software development from Loyola University. From Tulane University, Wade received a post-baccalaureate certification in homeland security studies and a master's in disaster resilience leadership science. He currently resides in New Orleans.
